Proposed Bins to Bags Collections

Cabinet is considering proposals to standardise waste collections across Rhondda Cynon Taf.

The proposed improvements, if approved would see Black Bag collections introduced across ALL areas of the County Borough.

These proposals mean that ALL residents, including Cynon and Taf will need to place their general waste out for collection in a maximum of THREE standard size (70L) Black Bags ONLY (as per current allowance) from September 2024.

Under the proposals there would be:

  • NO CHANGE to how often residents waste is collected, which will still be every 3 weeks,

  • NO CHANGE to the maximum limit of 3 black bags per household, so they would be able to put out exactly the same amount,

  • NO CHANGE to their collection day or time.

Under the proposals wheelie bins can still be kept and used for storage until collection, but Black bags would need to be taken out of the bins and put out for collection on the resident’s normal collection day and time.

The proposals would ensure that:

  • Residents and visitors would benefit from improved streets post-collection, by removing the bins as obstructions in between collections from pavements for all.
  • Clearer footways for people with visual impairment and physical disability in between collections.
  • The Council receives reduced complaints regarding bins left on the footway post-collection.
  • Residents will not have to wheel or carry wheelie bins through their homes or up and down garden steps.
  • Smaller vehicles can be used to collect black bags if larger collection lorries are not be able to access a street due to parked cars.
  • There are reduced costs by having a standardised collection fleet across RCT 
  • There is an improved efficiency of waste collections services for our residents.
  • The Council protects its local environment and streetscape as it strives to keep the County Borough clean, safe and sustainable.

This will mean:

  • Households that use black bags can put out a maximum of THREE standard black bags (70l max) every three weeks.
  • Wheeled bins can be kept for storage of waste in-between collections, but CAN'T be put out for collections.
  • Dry recycling, nappy recycling, food waste recycling and garden waste recycling (seasonal) will remain unlimited and will be collected every week.

The proposed changes will now help us reach the 70% recycling target.

Of all the waste generated by an average household - including nappies, food and garden waste - 80% of it, if done right, can be recycled via our free weekly kerbside collections or our Community Recycling Centres.

Those who repeatedly fail to recycle could face a £100 fine. Fines will only be issued as a last resort following awareness-raising exercises and notices from enforcement officers.

There will be exceptions to the limits set on the black bag/bin waste, which will be rescinded over Christmas and New Year.

Households with exceptional circumstances, including those disposing of ash which cannot be recycled, can request an Additional Black Bags Allowance online or request an Assisted Collection online.
