Cwm Taf Morgannwg Public Services Board

Cwm Taf Morgannwg Public Services Board (PSB) is a new Joint Board comprising a collection of public bodies working together to improve the cultural, economic, environmental and social well-being of people who live, work and visit the Cwm Taf areas of Rhondda Cynon Taf, Bridgend and Merthyr Tydfil.

Over the two years prior to May 2023, the former Cwm Taf Public Services Board, in collaboration with the Bridgend Public Services Board, talked to people and communities about what matters to them and the challenges they experience.  These findings were used to write an assessment of well-being for the wider Cwm Taf Morgannwg region and a develop a new Well-being Plan for 2023-28 ‘A More Equal Cwm Taf Morgannwg’.  Within RCT, the Plan was noted and approved at a meeting of Council in March 2023 following consideration by Cabinet, also in March.  A More Equal Cwm Taf Morgannwg, sets out two Well-being Objectives for the region

  1. Healthy local neighbourhoods
  2. Sustainable and resilient local neighbourhoods

Public Services Boards (PSBs) were created under the Well-being of Future Generations (Wales) Act 2015.  Among other things, the Act also sets out seven national Well-being Goals which all Public Bodies MUST work together to achieve in line with sustainable development principle and five ways of working.  The Cwm Taf Morgannwg PSB brings together the former Cwm Taf and Bridgend PSBs.  The inaugural meeting of the new CTM PSB was held on 18 May 2023.  

The Board’s aims are to :

  • improve the quality of life and outcomes for citizens of Rhondda Cynon Taf and Merthyr Tydfil, the Cwm Taf area;
  • provide proactive, collective leadership in tackling the most challenging issues facing public services in the planning, commissioning and delivery of services to the citizens of Cwm Taf Morgannwg;
  • stimulate dialogue, co-ordination and co-operation between local, regional and national public sector organisations to improve and integrate service delivery for the citizen;
  • remove “blockages” or other obstacles by minimising bureaucracy and the preventative effectiveness of organisational boundaries;
  • celebrate success in the delivery of services for citizens of Cwm Taf;
  • consider ‘best value’ and prudency in the expenditure of public service resources and to explore areas where collaborations/ integration would provide greater efficiencies and improved outcomes; and
  • involve citizens in influencing how we deliver public services

The previous Cwm Taf Well-being Plan for 2018 – 2023 set out the priorities for the former Cwm Taf PSB and the Board provided yearly updates on progress made, in July 2019, 2020 and 2021.  You can find more information on the Cwm Taf Morgannwg PSB website.
