RCT Council has received an "Expression of Interest" by a "not for personal profit" community group on the following building for potential leasehold transfer
The Council would like to explore with community and voluntary organisations, social enterprises and Town & Community Councils across RCT whether this property can be utilised as an “Asset of Community Value” to deliver services which meet the needs of the broader community and where possible contribute to the key priorities laid out in RCT Council’s Corporate Plan “Making a Difference”.
We will provide a "30 Day - Window of Opportunity" for any community groups wishing to submit an initial “Expression of Interest” for the potential leasehold transfer of these building(s) and or land, for community use.
Subject to your “Expression of Interest” evidencing it has the potential for your proposal to contribute to the needs of local communities, you may then be invited to the next stage and have a minimum of 13 weeks (subject to the size and scale of your proposal) to provide a fully costed Business Plan which will need to evidence that your proposal meets the needs of the community and is both viable and sustainable.
NB. The “30 Day Window of Opportunity” process ensures equal opportunities to all community groups and social enterprises who may wish to declare an interest.
If there is no community interest in these building(s) and or land, then the Council could consider retaining the asset or disposing of the asset on the open market.
If you wish to submit an initial “Expression of Interest” for the following building(s)/land, please complete the “Expression of Interest” form and email to RCTtogether@rctcbc.gov.uk before the closing deadline stated below. NB. Please do not post any completed forms to Council offices as the team is working remotely from home.
If you require any further information or support to progress your proposals, please telephone the RCT Together team on 01443 425368 or rcttogether@rctcbc.gov.uk or contact any of the Community Development Officers who will be able to advise, support and signpost to appropriate support agencies if required.

The Council has received an "Expression of Interest" from a local community organisation who wants to ensure the building remains open to the community to benefit local people for the forseeable future.
A Building Condiiton Survey was completed in March 2022 by the current tenant and whilst the building is Statutory Compliant, the building will need investment to address current/future maintenance and energy efficiency needs.
The whole building is available for community use via a long term lease.
The Council's Corporate Estates team advise permitted use is for "Community Use".
Proposed Terms:
1. Long term leasehold subject to agreement preferred.
2. Tenant to be responsible for all outgoings including external and internal utilities, maintenance and statutory building compliance.
3. The Council will insure the building only. The annual building insurance premium will be recharged to the tenant.
