Housing Delivery Plan - 2013 - 2018

Building on Firm Foundations is our plan for 2013-2018 and replaces the previous Local Housing Strategy 'Housing Matters' and highlights that although many successes have been achieved there are also further challenges ahead. 

'Building on Firm Foundations' has been developed in partnership with local Housing Associations and will cover the period 2013 to 2018.  It outlines housing related objectives that contribute to delivery of the Council's Single Integrated Plan priority "People in Rhondda Cynon Taf live in safe, appropriate housing in sustainable and vibrant communities".  Although set within the  'Prosperity' theme the Housing Delivery Plan provides a broad plan for housing and also contributes to both the 'Health' and 'Safety' themes of the Single Integrated Plan.

Since stock transfer over 5 years ago the Council has embraced both its strategic housing and enabling roles and working with local Housing Associations and other partners is well positioned to deliver and make a difference to homes and communities in the borough.

Within the Housing Delivery Plan the priorities for housing are themed within four objectives which all contribute to education, poverty, health and safety while helping create prosperous communities as follows;

  1. To enable a functional housing market
  2. To improve housing conditions in communities which promotes safety and health and well-being
  3. To enable access to suitable, affordable housing
  4. People in financial need receive the right advice and support

Delivery of the plan will be done through operational plans which will be updated annually to ensure it continues to meet current service requirements and market conditions.

The Operational Plan and Quarterly Monitoring Reports

The annual Operational Plans will contain a number of actions that have been agreed by the Council and its partners. To monitor progress against these actions, each responsible organisation will be asked to provide quareterly updates. This ensures that any progress made and/or any barriers to effective delivery are recorded. Copies of all the operational plans will be uploaded to the related documents section.  The current operational plan for 2013-2014 which shortly be uploaded once it has been finalised.
