Street trading licence

Any person Trading on the highways within Pontypridd Town Centre must have a Street Trading consent from this Authority, and is controlled by The Local Government (Miscellaneous Provisions) Act 1982, Part III Schedule 4.

No person can trade in the following streets of Pontypridd without first obtaining a consent from the Licensing Authority:

Regulation summary

Applications for a licence must be made to the Local Authority and a licence may be issued after certain checks are completed. The fee is payable on application and we require two passport-sized colour photographs of both the applicant and any assistants named.

Eligibility criteria

  • only those goods specified on the consent may be sold
  • trading may only take place on the days and during the times specified on the consent
  • the trader shall only trade from the position indicated on the consent
  • the area occupied by the trader must not exceed 3 metres x 2 metres
  • the trader shall keep the site at all times clean and tidy and free from litter
  • the trader shall comply with all requirements of the Food Safety Act 1990 and European Food Hygiene Legislation
  • all food traders shall register their food business with the relevant Authority at least 28 days prior to the commencement of trading
  • the consent holder shall not undertake any action or activity on the street including trading from the site in a manner which, in the opinion of the Council causes an obstruction in the street or constitutes a danger, nuisance, annoyance or inconvenience to the Council or to the owners or occupiers of any adjacent or neighbouring premises or to members of the public
  • the trader or his assistant shall not make any excavations or indentations of any description whatsoever in the surface of the highway or place or fix any equipment of any description on or in the said surface
  • a trader must produce his/her Street Trading Consent and identification which includes name and address and date of birth to any authorised officer of the Council or any police officer in the course of their duty. Identity badges are to be worn at all times while trading

Receipt of application notification:

If making an application online you will receive a notification of receipt of payment once a payment has been successfully made. You will then receive an e-mail notification that your application is being processes.

If an application is sent into our Licensing department you will receive a letter notifying you that the application is being processes along with a receipt of payments made within 7 working days

If you hand an application form into our reception office you will receive a receipt of payment immediately and will receive a letter notifying you that the application is being processes within 7 working days

It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact them using the details below

Appeal process

Any person aggrieved by a refusal to be granted a licence or by any condition to which a licence is subject may appeal to the Magistrates Court and the Courts may give such directions regarding the licence or its conditions as it thinks proper.
